The new recruits program is addressed to candidates who passed the Civil Service Board exams for the following vacant positions: senior auditors, auditors and accountants at the General Directorate of Finance as well as the General Directorate of Customs at the ministry of Finance.
An important aspect of this two and a half months induction and initial training carried out by the Institute of Finance is the emphasis given to the development of a service ethic.
It allows the candidates to get familiarized with the ministry, its reform projects and the different technical aspects of their future work.
It is based on conferences, presentations, group works, workshops, field visits, role playing and research.
The training sessions are delivered by experts in fiscal and customs issues from the MoF’s staff, experts from the other public institutions, managers, university professors, judges, lawyers and other independent trainers.
Following this induction training, the new recruits are evaluated and assigned to their new positions.
6 months later, these public servants are being followed up through an evaluation and satisfaction questionnaire.
The 210 hours new recruits training program at the General Directorate of Finance covers the following topics:
- Presentation of the ministry of Finance and its different directorates
- Accounting & Audit;
- Taxes and duties : income tax, indirect taxes, built property tax...;
- Technical training : deduction at source of salaries, value added tax…;
- State of Law principle
- Corporate law
- Presentation of the reform projects within the ministry of Finance
- Presentations and debates on various economic and financial topics
- Management and communication, team work and presentation techniques
- I.T
- Languages
- Research and writing skills
